Vote Before Tolls

IP 31 ensures Oregon voters–not state agencies–have the final say before highway tolls are imposed because a decision that affects every commuter should be made by every commuter.

What is IP 31 and Why is It Needed?

IP 31 is an amendment to the Oregon Constitution that would require a public vote before the State of Oregon can implement tolls on its highways. Under current law, the Oregon Department of Transportation (ODOT) and state legislators can approve tolling programs without direct voter input. IP 31 puts tolling in the hands of the people. No highway toll could take effect in Oregon without first being approved by voters at the ballot box.

IP-31 doesn’t say tolls can never happen. It simply says that before they do, voters should have the opportunity to weigh in.

Why Voter Approval Matters

Highway tolls aren’t a small policy decision. They represent a fundamental shift in how Oregonians pay for transportation, with consequences that ripple across the economy:

• Disproportionate Burden
  Tolls often hit lower-income commuters the hardest–people who can’t simply choose an alternative route or work from home. Without voter approval, there’s no check on whether tolling plans are fair and equitable.
  

• Taxpayer Dollars at Stake
  ODOT’s tolling plans involve billions of taxpayer dollars over the next decade. Decisions of this magnitude deserve direct public input and oversight.

• Accountability and Transparency
  When voters have the final say, it ensures transportation agencies are transparent about how toll revenue will be collected, managed, and spent. IP 31 is about making sure taxpayers have a voice.
  

• Working Families Pay the Most
  Tolls on major highways like I-5 and I-205 would add new daily costs for working families on their daily commutes to work, school, and doctors appointments. Just like the burden of higher gas taxes, the cost of tolling for Oregon’s working families adds up quick.
